The majority of Skoch's fortune is derived from a 30% stake in USM, the Moscow-based investment entity formed in 2012 by Alisher Usmanov. USM holds assets amassed over more than 20 years by Skoch, Usmanov and their partner Ardavan Farhad Moshiri. Skoch transferred his USM shares to his father, Vladimir, and daughter, Varvara, to avoid conflict of interest with his position as a deputy for the Belgorod region in the Russian State Duma. The voting rights for the shares are held by Moshiri.

USM consolidated the trio's assets, including all of Metalloinvest, Russia's largest iron ore producer; and the telecommunications holdings built around publicly-traded MegaFon, a mobile phone company.

Albert Istomin, a spokesman, said Skoch declined to comment on his net worth.

Andrey Skoch was born in 1966, near Moscow, where his father was a worker at the Sokol aircraft factory. Skoch began his two-year service in the Soviet Army in 1984 and, in 1986, opened a Moscow bakery with an army friend, Lev Kvetnoy. Later the two partners sold imported personal computers, and eventually expanded to gasoline and other petroleum products.

The partners met Alisher Usmanov in 1992, taking out a loan with him to help fund their wholesale tobacco business. In 1995, they joined his investment company, Interfin, which was focused on buying shares of state-owned steel plants being privatized after the fall of the Soviet Union. Interfin had acquired controlling stakes in Lebedinsky GOK, at that time Russia's largest iron producer, and Oskol steel plant, its seventh-largest steel producer, by 2001, and Kvetnoy left the partnership four years later, selling his stake in the business back to his partners for about $2 billion.

Usmanov and Skoch then joined with fellow metals plant investor, Vasily Anisimov, and consolidated the assets as Metalloinvest, with Usmanov controlling 50 percent, Skoch 30 percent and Anisimov 20 percent. In 2011, after the partners acquired Mikhailovsky GOK, Russia's second-largest iron ore producer, Anisimov sold his 20 percent stake in Metalloinvest to state-run VTB Bank and, a year later, it was bought back by Usmanov, Skoch and a third partner, Ardavan Farhad Moshiri, an Usmanov adviser turned business partner. The three partners created USM Holding that same year, consolidating their holdings in a three-way structure controlled by Usmanov.

Skoch was elected as a deputy of the State Duma, Russia's main legislative body, for the first time in 1999, and is serving as a representative for the Belgorod region. To shield himself from public criticism, he has since transferred ownership of the fortune he built to his father, Vladimir. He has been elected to the Duma six times.
