Mozambican police fired on a key opposition leader’s convoy on Wednesday, hours before President Daniel Chapo signed a plan with other political leaders to end unrest that’s rocked the southeast African nation since October’s disputed elections.

The accord is a commitment focused on the state rather than personalities, Chapo told the signing ceremony in Maputo, the capital. Venâncio Mondlane, the presidential election runner-up who orchestrated the rolling protests, earlier broadcast a video appearing to show police firing on his convoy and hundreds of supporters outside the city.
